    Reaching an affordable housing settlement is often a hard fought process replete with compromises on all sides. Those voices that opposed settlement during the process do not necessarily disappear once the proverbial dust has settled.
     
     What are the challenges inherent in implementing settlements where municipal governing bodies and planning boards are not working in lock-step? What strategies can inclusionary developers employ to navigate  in situations where a planning board is asking for (or insisting upon) potentially onerous conditions of approval that are not necessarily prohibited by a settlement with the municipality? How can advocates and developers help elected officials get things done?  And, of course, what is the story with the mid-point review of municipal affordable housing compliance?
